National Leadership Grants (Institute of Museaum and Library Services)
grants are awarded for projects that have the potential to elevate museum, archival, and library practice within the context of national strategic initiatives. Successful proposals will have national impact and generate results—new tools, research, models, services, practices, or alliances—that can be widely adapted or replicated to extend the benefit of federal investment and that increase community access and participation.
AMOUNT: $50,000 to $1 million

The Sparks! Ignition Grants for Libraries and Museums (IMLS)
Applicants may propose activities/approaches that involve risk, as long as the risk is balanced by significant potential for improvement in the ways institutions serve their communities. Examples of projects that might be funded by this program include, but are not limited to: exploring the potential of highly original, experimental collaborations, testing inventive new workflows or processes that may result in substantial cost savings, rapid prototyping and testing of new types of software tools, or creating useful new ways to link separate software applications used in libraries, archives, or museums, research that involves the deployment, testing, and evaluation of a specific innovation, and offering innovative new types of services or new service options to library, archive, or museum visitors.

Through four sessions with a qualified discussion leader, Read About It! involves communities in the reading and discussion of literature. Libraries can choose from five programs: Pennsylvania Writers, Detecting Women, Books on Screen (new book list), American Life Stories and Facts in Fiction: The Civil War Era. The programs are open to all; no special knowledge is required to join a Read About It! group and participants receive free copies of the books. Read About It! applications must be received by May 15, 2010.

Commonwealth Speakers
For more than 20 years, the Commonwealth Speakers program has contracted artists, educators, and scholars from around the state to provide quality presentations on a variety of topics including music, folk and traditional arts, and American history. Many of these free presentations encourage audience participation, target family audiences and cater to popular interests.
Commonwealth Speakers applications are accepted on a rolling basis, but libraries must submit at least 12 weeks prior to the desired event date.

Recordings of the NTIA and RUS webcasts/workshops were to have been available for reference 3-5 days after streaming but have not appeared so far. Monitor the site.
Important documents related to filing a Broadband Stimulus application with the Rural Utilities Service (RUS) or the National Telecommunications and Information Administration (NTIA) are available here.
The application window opens on February 16 and closes on March 25th.
NTIA Secretary Strickland has encouraged all those who did not receive an award in the first round, to re-apply.
Feedback on last round’s applications will not be made available. Beside difficulty due to the volume involved, significant changes have been made from the first round that comments from that round would not be helpful for the second. Because of changes also in the Notice of Funds Availability (NOFA), it is suggested that the new NOFA be read before applying.

RUS AWARDS from Round One:
The USDA Department of Agriculture’s Rural Utilities Service (RUS) announced awards of $313.5 million for broadband programs. Pennsylvania was not included.
The Department of Agriculture’s–Rural Utilities Service (RUS)–has issued a list of Frequently Asked Questions regarding the Broadband Infrastructure Program (BIP).
PLA Leadership Fellows Scholarship Program:
Scholarship provides opportunity to attend leadership training. Must be a PLA member.

Water Resources Education Network (WREN)
Funding is available to help launch community projects, including watershed education projects that “build awareness and educate Pennsylvania citizens about their role as environmental stewards to protect, improve, or remediate the watershed from the impacts of polluted runoff or nonpoint source (NPS) pollution.” Priority is given to projects that incorporate social marketing concepts. A PA municipality is required as a partner.
