To libraries who have applied for 2009-2010 E-Rate funding:
USAC has begun issuing Funding Commitment Letters for 2009. That means applicants may be able to file their Form 486 early. Form 486 notifies USAC that invoices can be paid, provides the name(s) of the USAC-certified Technology Plan Approver(s) that approved the appropriate technology plans, and certifies the status under the Children’s Internet Protection Act (CIPA).
Per the Schools and Libraries News Brief, the Form 486 can be filed early – that is, before the start of services – under the following conditions:
Filing a Form 486 early allows the service provider to provide – and the applicant to receive – services promptly at the start of the funding year. For services that are continuing from the previous funding year, this early filing also helps prevent discounted services from being interrupted.
Remember that when you file Form 486, you are providing information about and certifying compliance with program rules relating to technology planning and CIPA. As a reminder:

Furthermore, it is helpful if you place the creation date month and year on your technology plan cover page. Remember that you are not required to have a technology plan if you are seeking discounts only for basic telephone service.
If you are filing Form 486 early, your technology plan must have been approved on or before the date your Form 486 is filed. You also must be prepared to provide the name of the organization that approved your technology plan.
CIPA requirements
In general, CIPA requires schools and libraries receiving discounts on Internet Access, Internal Connections, and/or Basic Maintenance services to certify that they are enforcing a policy of Internet safety that includes measures to block or filter Internet access for both minors and adults to certain visual depictions.
To receive discounted services, your school or library authority must certify that:
There are three basic requirements for CIPA: a technology protection measure, an Internet safety policy, and a reasonable public notice and public hearing on the policy.
In general, once you successfully file a Form 486 for a funding commitment for Internet Access, Internal Connections, and/or Basic Maintenance of Internal Connections, you must be in compliance with CIPA at the beginning of the next funding year.

The 2009-2010 funding year is off to a good start. Waves 1-4 have been posted, with Wave 5 expected to be announced on Tuesday, May 27th. If you would like to check the status of your Form 471 applications, go to http://www.sl.universalservice.org/FY3_form471/471StatusCheck.asp . You will see the application status at the top of the page, with the explanation key listed below.
As Form 471 applications are processed, you may receive a request from PIA Review asking for additional information. When PIA reaches out to you:
· Provide complete responses to questions within 15 days
· Request additional time, if needed
· Ask for clarification if you don’t understand

Lorrie Germann, State E-Rate Coordinator has issued the following message to all public libraries participating in E-Rate:
“You may have recently received an email from iSafe, a provider of Internet safety education. The email has sparked a lot of questions and concern . The email is implying that applicants risk losing their E-Rate funding if they are not currently complying with the CIPA requirement of “educating minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyber bullying awareness and response.”
That requirement has not been defined yet. The CEO of iSafe has been contacted and a copy of the email has been sent to the FCC. The email flier was sent out nationwide and is being greatly discussed on the State E-Rate Coordinator Alliance (SECA) listserv.
Please see information below posted on the SECA listserv :
“Since the FCC has not yet acted to propose how to implement the law, it’s impossible to predict exactly what the requirements are at this time. The email seems misleading by implying that action by districts is required at this time. Perhaps she can clarify that her company believes this product will be appropriate and sufficient to comply with the forthcoming regulations and at this time there has not been any interpretative requirements of the law established by the agency responsible for overseeing implementation of the law.””

The State Library of Ohio would like to remind all public libraries that January 15, 2009 is the last day you can post an E-Rate Form 470 for FY2009 on the USAC website. Posting on January 15 will still allow a library to comply with the 28 day waiting period before filing a Form 471. (However, remember if you don’t file the Form 470 till January 15, you will have to file your Form 471 on February 12, the last day of that filing window).
As many public libraries know, TechAtlas is a project of WebJunction. TechAtlas is a set of free tools that allow libraries to create a comprehensive inventory of their computers and other technology in the library as well as to help manage the creation of a technology plan.
As many of you work to complete technology plans as part of your participation in the E-rate program, the staff at TechAtlas would like to encourage you to attend a free webinar on January 29th to get an overview of the technology planning features in TechAtlas and some of the tips and help available for E-rate applicants.

The FY2009 E-Rate application filing window opened December 2, 2008 and will close February 12, 2009. Program forms have not changed from last year. If you applied for FY2008 funding, Forms 470 and 471 are exactly the same and should be familiar to you.
January 15, 2009 is the last POSSIBLE date to post a Form 470 on USAC’s website in order to meet the 28-day posting requirement for the competitive bidding process, and submit a complete Form 471 by the filing window closing date. If you submit your Form 470 online, it is posted immediately.

E-Rate Filing Reminders – FY 2007 BEAR (Form 472) and SPI (Form 474) Deadlines – Oct. 28, 2008:
The deadline for filing invoices with Universal Service Administrative Company (USAC) for discounts on recurring services received during the 2007-2008 fiscal year is October 28. This deadline applies to you if the date on your Form 486 Notification Letter is on or before June 30, 2008. The deadline applies to both applicant BEARs (Form 472) and service provider SPIs (Form 474). Invoices must be postmarked no later than 120 days after the last date to receive service, or 120 days after the date of the Form 486 Notification Letter, whichever is later.
FY 2008 Form 486 Deadlines – Oct 29, 2008:
The deadline for filing a Form 486 (containing the necessary certifications on technology plan approval and CIPA compliance) is the later of 120 days from either the funding date or the start of services. For funding awarded in FY 2008 waves 1-10, a service start date of July 1, 2008, would mean a Form 486 filing deadline of October 29, 2008.
If you have not received a Funding Commitment Decision Letter (FCDL) for FY 2008, you can check the status of your application by going to the USAC website at www.sl.universalservice.org/menu.asp and clicking on Application Status listed under the Form 471 heading.

The State Library of Ohio provides services and resources to assist state government and libraries in providing the best service to all
OPLIN and the State Library will be hosting two different workshops on E-rate for public libraries this fall, November 4 (Form 470) and December 12 (Form 471). The workshops will be presented by Lorrie Germann, Educational Technology Consultant at eTech Ohio. These will be the _only_ dates for the workshops this year; however, they will be available in several locations by videoconference.Workshop participants are generally expected to sign up for both sessions.The first session, on Tuesday November 4, will provide an overview of the E-rate process, specific requirements for the upcoming funding year and a line-by-line review of the Form 470, the first step in the application process. This session will start at 9:30 and end about 3:00.
Lorrie will be presenting the workshop in person at the State Library, but it will also be available by videoconference in Bowling Green, Caldwell, Wellston, and up to three more sites yet to be determined
