Job Description:
Plans, develops, directs, coordinates, organizes & provides oversight for all activities of Employee Services department within the State Library Board to include personnel administration, benefit administration, collective bargaining/labor relations contract administration, employee development & training, FMLA, EEO/ADA & any applicable state & federal employment/labor laws & collective bargaining agreements compliance; conducts research of personnel matters; completes special projects and reports as required by state agencies and/or other organizations; identifies & resolves operational/problems/issues; develops instruments to gather data to review & assess current work processes, procedures, work flow, staff productivity & performance, staffing & available training in order to summarize current situation & recommend changes for improvement; develops & implements strategies for staff development, training, replacement/recruitment & staffing issues to improve performance & customer responsiveness; ensures consistent application of policies & discipline across agency; establishes personnel goals & objectives for agency; creates & maintains formal agency policies/procedures that promote employee development; coordinates programs to promote employee recognition/involvement (e.g. employee recognition program, Operation Feed, Combined Charitable Campaign, etc.)
Analyzes and develops agency policies & procedures (e.g. work rules, accident investigation, grievance investigation, guidelines for compliance with incidence/occurrence of work place disruption/violence, strike plan, EEO plan); provides proactive communication to agency managers and director; maintains liaison with agency managers for purpose of studying existing & new legislation, anticipating new requirements, recruitment & trends in personnel management; administers recruitment, placement, classification & employee services for agency; reviews & determines adequacy of position descriptions & accuracy of assigned classifications & takes necessary action to remedy positions of concern; recommends changes in state classification plan in order to recruit/retain competent staff & prepare all necessary documentation in support of proposed changes; analyzes, updates & maintains table of organization; assists program managers in development of recruiting strategies; establishes career paths/promotional opportunities & counsels staff accordingly; establishes specific, detailed training curriculum for managers & staff; establishes/coordinates internal & external training classes for managers & staff; creates & monitors process/system to review employee evaluations & determine training & counseling opportunities.
Provides administrative support to State Library management by providing expertise in human resource area & personnel management; oversees, screens, interviews & coordinates hiring activity for all positions; uses OHMS (Ohio Hiring Management System) application to create, post & manage agency applications for vacant positions; uses OAKS-HCM (Human Capital Management) application to process documents (e.g. personnel actions, new/modified/deleted positions, address changes, etc.) related to Employee Services functions; provides direction to management staff on all personnel matters (e.g., hiring, discipline, performance evaluation, EEO, & ADA issues); maintains personnel records/files for agency; oversees agency employee orientation; represents the State Library at meetings & speaks on behalf of the State Library on human resources matters, (e.g., writes & issues step 3 grievance responses, various employment issues, wages & hour compliance, adjudicative or civil proceedings, grievance settlements, labor contract negotiations, labor/management, & health & safety).
Acts for State Library by representing agency in meetings; provides information & makes presentations; keeps current of human resources trends; attends training, seminars & conferences.
