The Office of the Secretary of State/Illinois State Library has selected Counting Opinions as a result of the procurement process to collect and maintain data for the Illinois Public Library Annual Report (IPLAR) and the Illinois Library and Information Network (ILLINET) surveys. Their data management product, LibPas, will be used to collect Illinois library statistics. The IPLAR and ILLINET surveys should be available on LibPas in early September.
The Secretary of State’s office does not have statutory authority to grant an extension to the deadlines established in the Local Library Act or the Public Library District Act for the Illinois Public Library Annual Reports (IPLAR). However, due to the unforeseen circumstances in procuring the services of Counting Opinions, the Illinois State Library will accept filings of the IPLAR after the statutory deadlines (Local Library Act: (75 ILCS 5/4-10); District Act: (75 ILCS 16/30-65)).
