			<content:encoded><![CDATA[<p>As a result of a recent Ccar volume study, Ccar delivers more than 2.8 million items per year. 141 libraries receiving Ccar service (63% of the total number of libraries receiving Ccar service) collected data on their Ccar volume the week of December 10-14, 2012. The second week of December is the latest that we’ve asked libraries to collect data and it is normally a less busy time in libraries, due primarily to the holiday season. The study was originally planned for the last week of October 2012, but it was postponed due to storm Sandy’s arrival.</p>
<p>The 141 libraries reported receiving 34,125 items during the week. Extrapolating that for all libraries receiving delivery and for the 52 weeks of the year yielded an estimate of 2,831,649, or more than 2.83 million items delivered for the year. Here are results of the other Ccar Volume studies:<br />
•	March 2007: 2.2 million items<br />
•	October 2007: 1.97 million<br />
•	October 2009: 2.75 million<br />
•	March 2011: 3 million<br />
•	December 2011: 3 million<br />
•	December 2012: 2.8 million</p>

The State Library budget begins on page 416.</p>
<p>There were two cuts in the budget:<br />
Funding for Connecticar (listed as Interlibrary Loan Delivery Service) was eliminated.  Half of this service is funded with federal dollars.  This budget eliminates 6 positions and all state funding.  This is a reduction of $281,392.</p>
<p>Funding for Connecticard was reduced from $1,256,679 to $521,545.  This is a reduction of $704,483.</p>
<p>Grants to Public Libraries remains the same at $347,109.</p>
<p>Assuming there are no holdbacks next year the following three lines will be restored to their current services levels.<br />
Connecticut Library Consortium is back to current services at $350,000.<br />
iCONN is back to current services at $1,973,516.<br />
reQuest is back at $674,696.</p>
<p>The rest of the State Library remains at current services levels.</p>
<p>There are no additional bonding funds for public library construction.</p>
